Welcome to the 2024 USCG Risk Mitigation Conference
The United States Coast Guard (USCG) and American Boat and Yacht Council (ABYC) have launched a series of one-day events dedicated to mitigating the risk in designing and building recreational boats.
USCG Risk Mitigation: Series 7 - New Technology in Electric, Fuel, Capacity, and Flotation was an online live event held on Wednesday November 6, 2024, at 2:00pm ET. New Education and Certifications |
Take a brief look at the ABYC’s soon-to-launch Regulatory Technician Certification class, designed to offer training to inspectors and compliance staff. Join ABYC’s own senior director of business development Dave Broadbent as he walks us through the course, including a sneak peek at the study guide and exam.
While factory visits have long been vital for evaluating boat manufacturer compliance with the necessary regulations, a new approach for manufacturer technical files may minimize the need for physical inspections. Join this session to hear what the U.S. Coast Guard has to say.

Attachment Points: A Look Into the New Requirements in H-40 |
The 2024 revision of ABYC H-40, Anchoring, Mooring, and Strong Points introduces new strength and testing requirements specific to watersports and water toy attachment points. Join ABYC’s Craig Scholten as he reviews these changes.

ABYC’s Maciej Rynkiewicz shares with us updates regarding the development process for a standard on the design and testing of charging systems for boats both on land and in the water. This future standard is intended to harmonize with ISO Work Group 36 for a unified industry approach.

In this session, we’ll take a look at the top flotation mistakes made by manufacturers, common QA issues, and how they can be avoided. The big question: why are ~60% of boats failing floatation testing? We’ll also go over the different flotation requirements for electric outboard motors and give a brief update on new center of gravity data regarding engine placement.

As the Technical Director at the American Boat and Yacht Council, Brian is responsible for the managing the review and publication of over 70 standards. He also insures the execution of numerous grants awarded to the ABYC Technical Department. Brian is also actively liaisons with other groups including NMMA, NASBLA, SAMS, NAMS, NFPA, and SAE. Prior to assuming role as the Technical Director in 2012, he was the Technical Standards Manager at ABYC.
Jeff Ludwig
Chief, Recreational Boating Product Assurance Branch (CG-BSX-23)
U.S. Coast Guard
Jeff Ludwig has worked for the Coast Guard since 2006, and currently serves as the Chief of the Recreational Boating Product Assurance Branch in the Office of Auxiliary and Boating Safety. He is responsible for implementing the Recreational Boat Testing & Compliance Program (RBTCP), which ensures that recreational boat manufacturers comply with USCG safety standards. Prior to his current position, he was the Boating Safety Division’s Regulatory Development Manager, where he was responsible for the development of all boating safety-related regulations at Coast Guard headquarters. Before working for the Coast Guard, he was the Regulatory Affairs Manager for a major recreational boating trade association for five years.
Mr. Ludwig grew up boating in Florida and holds a USCG Operator of Uninspected Passenger Vessels (OUPV) license. He served eight years in the United States Army Infantry, stationed in the U.S. and Germany, and earned a B.S. degree from the University of Maryland.
David Broadbent
ABYC Director of Education
Dave is responsible for management of all ABYC education courses as well as developing future programs. Prior to this, Dave was in our Tech Department, helping to develop ABYC standards. He worked as a FedEx account manager and as an officer in the US Army before returning to his nautical roots. Dave is a University of Rhode Island graduate, as well as a graduate from the International Yacht Restoration School (IYRS) Marine Systems program in Newport. He is a USCG Licensed Captain and has experience with both near and offshore yacht delivery. In his spare time David spends time with his wife and dogs as well as sailing in Sandy Hook Bay. He enjoys sanding old wood floors and craft beers.

Craig Scholten
Technical Vice-President
ABYC
Craig W. Scholten has been actively involved in the recreational craft industry for more than 38 years. His hands-on knowledge of small craft design, engineering, manufacturing, standards, and product certification provides a great resource of experiences. Craig holds a Master Compliance Specialist Certification for small craft from Westlawn Institute of Marine Technology and a Master Technician Certification from the American Boat and Yacht Council (ABYC). He has personally assessed and certified over 500 new boat models for the global marketplace.
For over three decades Craig has served industry in multiple roles, including Director, Chairperson, Convener, Expert and Member of executive committees, technical committees, and boards of ABYC, National Marine Manufacturers Association (NMMA), the International Organization for Standardization (ISO), the International Marine Certification Institute (IMCI), and the International Council of Marine Industry Associations (ICOMIA).
Skilled in working group leadership and collaboration in both domestic and international committees, Craig demonstrates a thorough understanding of how the standards and certification processes work and have evolved over time. Extensive success in guiding the understanding of standards compliance, product testing, risk assessments, and product certifications in both the domestic and international arenas. Strong networking and leadership skills, detailed, organized, and ability to find the win-win, Craig’s leadership results in effective teams that produce valuable product.
Craig regularly shares his expertise with industry at seminars and professional conferences including ABYC, NMMA, IBEX, and METSTRADE.

Maciej Rynkiewicz
Standards Developer
American Boat & Yacht Council
Maciej Rynkiewicz has been a Standards Developer for ABYC since 2019. An integral member of the ABYC Technical Department, Maciej works directly with the Project Technical Committees (PTCs) responsible for creating and updating the ABYC standards, specifically the new E-13, Lithium Ion Batteries standard published in 2022. Maciej is also a member of ISO/TC 188/JWG 1 where he is working on electric propulsion standard. He also manages hands-on testing to see what can go right, and wrong, with boat electrical systems. A long-time boater, Maciej is a Certified Marine Technician with credentials from ABYC, NMEA, and Abaris as well as a skipper and certified sailing instructor.

Eric Johnson
General Engineer
U.S. Coast Guard
Eric Johnson is an Engineer with the United States Coast Guard in the Product Assurance Branch of the Office of Auxiliary and Boating Safety. In this roll Mr. Johnson evaluate reported safety defects and non-compliances and prepares Coast Guard action response and correspondence. Additionally he provides guidance on Federal statutes, safety regulations, and Coast Guard policy regarding recreational boat-building. Mr. Johnson is a member of various Standards bodies including ABYC, NFPA, SAE, ISO, and UL. In his free time Eric is an avid sailboat racer and Triathlete.
